1. Va fi intrarea in Uniunea Europeana benefica pentru Romania
Da, iar marimea beneficiilor depinde in mare masura de capacitatea Romaniei de a folosi eficient fondurile nerambursabile oferite de Uniunea Europeana, atat inainte cat si dupa aderare.
Ca membru al Uniunii, Romania va avea acces liber la o piata de aproape 500 milioane de locuitori, iar cetatenii si firmele romanesti vor beneficia de cele patru libertati economice: libera circulatie a fortei de munca, a serviciilor, a bunurilor si capitalului.
2. Cum se va modifica standardul nostru de viata dupa aderare
Experienta extinderilor anterioare ale Uniunii arata ca unul din efectele aderarii unui stat mai putin dezvoltat este cresterea nivelului de trai al populatiei acestui stat. De altfel,unul din principiile de baza ale Uniunii este solidaritatea in vederea reducerii decalajelor economice.
3. Cand va intra Romania in Uniunea Europeana
In 2007, daca pana atunci Romania va demonstra ca poate indeplini toate conditiile aderarii: politice, economice, legislative si administrative.
Uniunea Europeana sprijina Romania in eforturile de pregatire pentru aderare, atat cu experienta statelor sale membre, cat si cu fonduri nerambursabile, ce urmeaza sa creasca, in perioada urmatoare, de la o medie anuala de 640 milioane Euro, in 2003, la 1 miliard Euro in 2006.
4. Ce oportunitati de locuri de munca ne asteapta
Cetatenii Uniunii Europene au acces egal la oportunitatile de munca in toate tarile membre. Mai precis, orice locuitor al Uniunii poate lucra fara permis de munca in orice stat, in aceleasi conditii ca si cetatenii statului respectiv. Pentru tarile care vor adera la Uniune inaintea Romaniei, a fost stabilita o perioada de tranzitie care poate sa dureze sapte ani, timp in care cetatenii lor vor ajunge sa se bucure de conditii identice cu cetatenii din cele 15 state membre actuale. Este de asteptat ca o politica similara sa fie aplicabila si Romaniei.
Pe de alta parte, intreprinzatorii, mestesugarii si practicantii de profesiuni liberale (de exemplu: juristii, medicii, artistii) vor putea sa lucreze fara restrictii in Uniune imediat dupa aderare.
5. Vor fi romanii considerati cetateni de categoria a doua in Uniune
Nu. Statutul de cetatean al Uniunii Europene este acelasi pentru toti locuitorii statelor membre. Toate statele sunt egale din punct de vedere politic, indiferent daca sunt mari sau mici, daca sunt de mai mult sau mai putin timp membre, daca sunt mai mult sau mai putin dezvoltate din punct de vedere economic. Acest lucru inseamna egalitatea in drepturi a cetatenilor, acestia fiind reprezentati in toate institutiile europene.
La fel ca si celelalte state din Uniune, Romania va fi reprezentata in Comisia Europeana, in Consiliul European (Consiliul de Ministri)si in Parlamentul European.
6. Ce se va schimba pentru satul romanesc
Dupa aderarea la Uniunea Europeana, satul romanesc va primi sprijin in directia unei dezvoltari rurale durabile, care sa asigure venituri decente locuitorilor din zonele rurale, protejand totodata mediul inconjurator.
Asa-numita Politica Agricola Comuna (PAC), care se aplica in toate statele membre ale Uniunii Europene, este pregatita in Romania de programul SAPARD pentru agricultura si dezvoltare rurala. Prin acest program, mediul rural romanesc beneficiaza deja de aproximativ 150 de milioane Euro anual.
7. Va putea Romania sa influenteze deciziile Uniunii si sa-si pastreze suveranitatea
Romania va fi absolut egala in drepturi cu toate celelalte tari membre:va avea reprezentanti in institutiile europene, iar documentele importante vor fi traduse si in limba romana, care va deveni una din limbile oficiale ale Uniunii Europene. Romania va ramane un stat democratic suveran, pentru ca Uniunea este compusa din astfel de state. Ca urmare, va avea in continuare un presedinte, parlament, guvern si constitutie proprie.
In anumite domenii, cum ar fi comertul exterior, Romania isi va uni eforturile cu celelalte state membre, ceea ce ii va da posibilitatea sa dobandeasca o mai mare influenta in lume. In aceste domenii, toate statele membre ii permit Comisiei Europene sa actioneze in numele lor.
8. Cand va fi introdusa moneda Euro in Romania
Euro nu va fi adoptat automat in momentul aderarii la Uniunea Europeana. Data introducerii monedei unice va fi stabilita prin hotararea comuna a Uniunii si a Romaniei. Conditiile pentru ca o tara sa poata adopta moneda Euro au fost stabilite in anul 1993 si sunt cunoscute ca fiind criteriile de convergenta de la Maastricht. Acestea se refera la controlul inflatiei, limitarea deficitului bugetului de stat si stabilitatea cursurilor de schimb. Adoptarea monedei unice de catre Romania poate avea loc la cativa ani dupa aderare, probabil nu mai devreme de 2010.
9. Ce sprijin ne ofera Uniunea Europeana pana la momentul aderarii
Consiliul European de la Copenhaga din decembrie 2002 a decis sa mareasca progresiv sprijinul financiar acordat Romaniei incepand cu 2004. Fondurile de pre-aderare vor creste anual, pana in 2006, cand vor atinge nivelul de 1 miliard Euro, iar Romania va deveni beneficiarul celui mai mare volum de finantare oferit de Uniunea Europeana unui stat din afara sa. Pentru a face fata acestei cresteri substantiale a finantarii primite, Romania va trebui sa-si adapteze capacitatea de administrare a fondurilor, astfel incat ele sa poata fi folosite in totalitate si cu maximum de eficienta si impact.
10. De ce este extinderea o prioritate pentru Uniunea Europeana
Toate statele membre si majoritatea locuitorilor Uniunii Europene actuale sprijina extinderea spre Europa Centrala si de Est. Extinderea are doua coordonate, de egala importanta:din punct de vedere politic, Europa unita va fi mai stabila si va reprezenta o voce pe scena politica internationala, iar din punct de vedere economic ea va fi mai puternica si va avea o influenta sporita asupra pietelor mondiale.
