1. AVIZ CATRE CITITORI

Aceasta scurta prezentare cronologica a Tratatelor Uniunii Europene se vrea un instrument de lucru pentru documentare, pregatit de Centrul de Informare al Comisiei Europene in Romania. Fiecare tratat este prezentat prin cuprins si adresa internet din serverul Europa unde poate fi gasit (http://europa.eu.int ).

Tratatele fondatoare sunt tratatele semnate la Paris (1951) si Roma (1957) ce au dus la instituirea Comunitatii Europene a Carbunelui si Otelului, respectiv a Comunitatii Economice Europene si Euratom. Versiunea consolidata este rezultatul schimbarilor introduse de Tratatul de la Amsterdam, semnat pe 2 octombrie 1997. Tratatul de la Amsterdam a modificat Tratatul asupra Uniunii Europene, Tratatele de instituire a Comunitatilor Europene si alte acte conexe.
Tratatul de la Nisa semnat la 26 februarie 2001 va amenda tratatele existente. El va intra in vigoare din momentul in care cele 15 state membre il vor ratifica conform procedurilor constitutionale. Procesul de ratificare este in curs de desfasurare.
Propunem celor interesati versiunea in limba engleza a tratatelor, deoarece nu exista o versiune cu valoare juridica in limba romana.
Unele dintre tratate au fost traduse in limba romana , precum Tratatul de la Amsterdam si Tratatul asupra Uniunii Europene in versiunea lui Theodor Tudoroiu, de catre editura Lucretius, 2000.

2. CRONOLOGIA TRATATELOR UNIUNII EUROPENE

1950, 9 mai: Robert Schuman, ministrul francez al Afacerilor Externe, intr-un discurs inspirat de Jean Monet, propune ca Franta si Republica Federala Germania sa puna in comun resursele de carbune si otel in cadrul unei organizatii deschise si altor tari din Europa.
1951, 18 aprilie: Franta, Republica Federala Germania, Belgia, Olanda, Luxemburg, Italia, semneaza la Paris, Tratatul de instituire a Comunitatii europene a carbunelui si otelului (CECO).
1952, 23 iulie: Intra in vigoare Tratatul de instituire a Comunitatii Europene a Carbunelui si Otelului (CECO).
1957, 25 martie: Se semneaza la Roma tratatele ce instituie Comunitatea Economica Europeana (CEE) si Euratom.
1958, 1 ianuarie: Intra in vigoare Tratatele de la Roma.
1985, 2-4 decembrie: Consiliul European de la Luxemburg. Relansarea integrarii europene prin redactarea unui „Act Unic European”.
1986, 17 si 28 februarie: Se semneaza , la Luxemburg si Haga, Actul Unic European.
1987, 1 iulie: Intra in vigoare Actul Unic European.
1991, 9-10 decembrie: Consiliul European de la Maastricht.
1992, 7 februarie: Se semneaza la Maastricht Tratatul privind Uniunea Europeana.
1993, 1 noiembrie: Intra in vigoare Tratatul de la Maastricht.
1997, 6-17 februarie: Consiliul European de la Amsterdam.
1997, 2 octombrie: Se semneaza la Amsterdam Tratatul „consolidat”.
1999, 1 mai: Intra in vigoare Tratatul de la Amsterdam.
2000,7-9 decembrie: Conferinta inter-guvernamentala si Tratatul de la Nisa (forma provizorie).
2001, 26 februarie: Se semneaza Tratatul de la Nisa.
2002, 23 iulie: Tratatul instituind Comunitatii Europene a Carbunelui si Otelului (CECO) expira , la 50 de ani de la intrarea sa in vigoare.
2003, februarie 2003, iulie: Conventia Europeana elaboreaza Proiectul de Tratat instituind o Constitutie pentru Europa.
2003, 1 februarie: Intra in vigoare Tratatul de la Nisa.
2003, 4 octombrie: Sunt deschise lucrarile Conferintei inter-guvernamentale destinate, in principal, elaborarii si adoptarii unei versiuni finale a Constitutiei Uniunii Europene.
2003, 12-13 decembrie: Consiliul European de la Bruxelles. Sefii de state sau de guverne nu ajung la un acord cu privire la Tratatul constitutional.
